Details:

I need to know what the difference is between digital drums and regular drums and if one is more quieter than the other.

That's great that your son wants  to play drums. It seems that you are concerned about noise as you should be. You have a few options, get a kit and get some noise mufflers (my term) for the heads. I'm talking about those rubber round pads that sit directly on top of the drum head and muffle the sound. You can also get an electronic drum kit (but it will be more expensive). Electric drums will be best. He can play in the living room while you watch tv. Also remember that drums take up a lot of room so be prepared to carry around some furniture.

Regular drums are just that.  There is no volume control, they are very expensive and take up a large amount of space and require a certain amount of tender loving care. On the other hand digital drums are as loud or as quite as you make them since they have a volume control.  They also take up considerably less room.  In addition there are a lot of features that a beginner can take advantage of to help him learn to play. Much more reasonably priced as well.

Well, almost.  Digital drums are electronic synthesizers that have a number of pads that can be struck with sticks or hands to make sounds electronically. If your kid listens with headphones when he's playing them, all you would hear would be the tapping of the sticks - and your neighbors wouldn't hear anything at all.

Conventional drums - membranes stretched over barrels and hoops, with cymbals - well, if you are looking for a way of breaking your lease, that would be one way.

two basic kinds of drums: digital and acoustic.  acoustic, or regular drums, can be played quietly, but I doubt your son will want to play quietly all the time.  The digital drums, on the other hand, frequently don't have any kind of resonant capability, so the only natural noise will be the sound of the sticks.  He can use an amplifier to play out loud, or use headphones to play quietly.  the caveat is that a good digital set is rather expensive.  Unless prices have gone up significantly, an entry quality acoustic set will run you 400-600 dollars.  digitals start around 1,000 and go up from there.
