I have printed photos up to 16x20 at Shutterfly and they have been of fantastic quality. Their current prices are: 4x6 $0.19 5x7 $0.99 8x10 $3.99 Wallet(4) $1.79 11x14 $7.99 16x20 $17.99 20x30 $22.99 They also have pre-paid programs you can buy if you are doing a lot of printing that give you better prices than that. Also, they almost always have a product on sale.
