In order to run Medieval II Total war on highest Graphics I would suggest the following
System Requirements
3 GHZ processor or higher, 2-3 GB of Ram If you run vista it should be 4GB, 11GB HDD, I would recommend having at least a 512 MB Video Card or you could run a dual 256 MB, If you have Vista I would even shoot for the 742MB Video cards..
These should allow you to run it on full graphics, and be remotely lag less. Medieval total war has some huge battles that lag even the mightiest of computers so keep that in mind when you upgrade your computer. I have really enjoyed Medieval II and I am sorry it took so long for someone to get you an answer.
