You would solve that problem like this:
1. Convert the number to an improper fraction: 3 7/16 = 48/16 + 7/16 = 55/16

2. Since numerator is an odd number, it won’t divide by 2 as is, so multiply top and bottom of the fraction by 2: 55/16 = 110/32.

3. Fraction can now be divided by 2: 110/32 divided by 2 = 55/32.

4. Convert number back to a proper fraction: 55/32 = 1 23/32.

That's all there is to it.

if you have a mixed fractional number, the easiest way is to turn it into a complete fraction...

3  7/16

multiply the 3 by 16 getting 48

add that to the top 48 + 7 getting 55

you now have 55/16

multiply the bottom by 2 getting 55 / 32

change it back into a mixed fraction; divide the top number by the bottom.

it becomes 1 23/32

There are other ways, but I think this is the cleanest.

"Split the number into a 3 and a 7/16 and do them separately"

First, the 7/16. The 7 is the problem. We need to change the fraction to an equivalent fraction. Easily done by doubling BOTH the top and the bottom of the fraction. So we get 14/32. To divide this by 2 is easy, half of 14/32 is 7/32.

The 3 needs to be divided in two as well. This is 1 1/2, but we could do with this in 32nds too. It's 1 16/32 (since 16/32 is just 1/2)

Add the 7/32 and the 1 16/32 and we have 1 23/32.

There you go...

1 = 16/16.  You have 3 which is 48/16.  Plus another 7/16 which makes a total of 55/16.

Divide 55 by 2, equal 27 1/2

So each half is 27.5 / 16 large

reduce that (convert the fraction) to 1 9.5/16 or just under 1 5/8

to be real picky lets convert 16ths to 32nds

1 9.5/16 = 1 19/32

That's the exact number you need.
