Details:

I have a few quests in my quest log and for some of them there's no way I could do it alone with my measly level 11 paladin. How do I recruit other players to form a group to go on a specific quest

I tend to go like this:

  1. Be leveling/questing with other people already - already solved the problem, really.
  2. Ask friends if they need/want to do it.
  3. Ask people who look like they are doing the quest if you can join in.
  4. Ask in general/LFG channels.
It usually works if anyone is willing to do it. The harder part is when there are not other people who need to do the same quests - generally more of a problem at lower levels, I've found.

Just advertise the quests you are seeking a group for in the Looking for Group Channel.. Or better yet known now as the World Wide Chat Channel
