just went through estate matters with my Mom and all papers had to be filed in the county seat of the placed she lived. individual states have rules and regulations concerning how to settle estates but all require the filing in the place where the person lived.
good luck!

"I would call the court clerk from which the order was issued "

I would call the court clerk from where the order was issued and ask her/him. They are often very helpful and have experience and can direct you to take the appropriate action! If you are uncomfortable with their answer ask the judges secretary who signed the order if she can help and if all else fails call a lawyer.
