Details:

Currently I have to disconnect the comcast set-top box from the RF modulator when I want to use the dvd/vcr combo unit and vice-versa. I can't figure out a way to connect the two units through the RF modulator at the same time.

Here are the steps:
1) connect the co-ax from your cable box and to your co-ax in on your DVD/VCR.
2) connect the coax cable out from your DVD/VCR and connect it to the co-ax in on the RF modulator
3) connect the RF modulator twin lead 75 ohm wires to your TV set , setting it to channel 3 or 4 to watch your cable box with the DVD/VCR turned off .
You may have to choose tv from tv/VCR on the VCR to pass the cable signal through the DVD/VCR when the power is on.

"You'll probably have to daisy chain the devices."

You'll probably have to daisy chain your devices. You may have to use more than one remote control. If your TV doesn't allow for enough inputs you can usually connect your peripheral equipment in chain to the TV. Just look at the back of your DVD/VCR and the back of your cable box. They usually will label the connections input/output. You can connect the output of one device to the input of a second device. You can then connect the output of the second device to your television, and control what you want to view with the correct remote control. You may find a universal remote control that has enough features to handle changing the source, but that has not been my experience.
