"Yes, to an extent"

CD/DVD data is actually the silverish underside of the top layer, and the part that actually gets scratched is just the plastic protective layer.  Scratches cause the laser to get refracted and hence causes skips.  That doesn't necessarily mean that the data is lost.  CD/DVD repair kits just kinda sand down the plastic so it is smooth again, but if scratches are deep enough to scratch the actual data portion of the disc, then the disc cannot be repaired.

Skip Doctor is a great product to fix CDs

When you take it out after the repair, it may look more scratched, but thats because there is a protective layer over the information on the disc.

What these things do is sand down that layer evenly so your player reads right off of the information.

One problem with this is that you can only do it once.

They work well at removing scratches, but the way they do it is by grinding off a little bit of the plastic layer making a "streaky" look from the center to the outside of the disc. But they are completly worth the price!

I have read several articles both online and in print that the CD/DVD scratch kits do work but it depends on how bad the scratches are. I need to dig out an old Maximum PC magazine since they did an article on these kits a year or so ago. I have one from Kensington and it has saved a few music CD's for me in the past.
