Details:

I love Martin's "Song of Fire & Ice" series but havent found anything that quite approaches it for narrative scope and complex storytelling.

I'm a HUGE fan of GRRM as well.  I haven't tried reading any of the Hobbs books but I've read a couple of Jordan's and didn't really get into them either.  Before I'd picked up George Martin's work, I'd read this series by Turtledove and was really impressed with it.  It's basically a play on WWII in a fantasy setting like the "Song of Ice and Fire" is a play on the War of the Roses in a fantastical setting.  Really good stuff!

I'm not a big fan of fantasy and really prefer science fiction, but the Song of Ice and Fire series is fantastic, and there's nothing really out there that I like quite as much. But consider the Sword of Truth series by Terry Goodkind.

I’ve been reading Neal Stephenson’s Baroque Cycle, which begins with "Quicksilver." It is not fantasy, and even though Stephenson is a science fiction writer, this 3000-page epic is not sci-fi, either; it’s more like steampunk, maybe. To be wholly accurate, so far it is historical fiction written by a guy with great chops and a genre sensibility.

You might also peruse the works of China Mieville.

In my experience, fantasy doesn’t really get the scope you’re looking for without coming off as a rehash of the same old hero’s journey. I really enjoyed Martin’s work, which I read after taking a hiatus from fantasy of about a decade.

You might also enjoy Weis & Hickman’s Death Gate Cycle, which is fairly ambitious in scope but may not have the complexities of storytelling you’re after.

The only other fantasy I've really enjoyed recently is Jonathon Strange and Mr. Norrell, which ended up being delightful.

"Wheel of Time by Robert Jordan or Crown of Stars by Kate Elliott"

I recently found the Song of Fire & Ice series and loved it.  Two other series that I like that are similar to it are (of course) The Wheel of Time Series by Robert Jordan, and the Crown of Stars Series by Kate Elliott.  I've read all of the Wheel of Time, and am working through the second book of the Crown of Stars.

The Crown of Stars series has one advantage over the Fire and Ice and the Wheel of Time series:  It's finished!  So if you like it, you can read all the way through it.  The books are about the same length as Fire and Ice or Wheel of Time, so they make for good reading for long winter nights. :)
