If it is under eighteen, it will need to be accompanied by a parent or guardian. http://en.wikipedia.org/wiki/Legal_guardian

It will also have to show that it isn’t a sex offender. We do that by checking the national avatar sex offender list. http://www.familywatchdog.us/

Third, it will have a pay in advance, since avatars do not have a good reputation for honesty and have been known to use false and/or stolen IDs.
