In fact, it's now sinking!  There are buildings there that have entrances that are now below ground, that did not start out that way!

When I was a child my grandmother, who was from Mexico, told me that Mexico City was built by the lakes because the Aztecs saw a bird eating a snake on that spot at  Lake Texcoco, which to them was a sign; hence, that's on the Mexican flag.

The Aztec capitol/capital, Tenochitian, was located on islands. 

 

The same as Paris was located on an island.  The citadel for the rulers was on an island in the Seine.
